Bundle Pango on Linux for Ubuntu 20.04

Minor update.
Bundles an old version of the Pango library ("libpango") on Linux, for compatibility with Ubuntu 20.04 and newer. The previous release was tested to work on 18.04 but not 20.04, this new one works on 20.04. The files were copied from Ubuntu 18.04 and are licensed under the GNU LGPL.
Also explicitly mark launch options with which platform they're for.
